“Misuse of power”… of course, give power and it will always be misused, that’s Murphy’s Law. The problem here is that, in giving power, one give also the power of force to be used against oneself, and Pays to have it done to him.

The longer I live, the more I come to believe that anarchy (defined simply as the absence of government, not the collectivists claim of chaos) is the only truly free “system”.
